MESSAGE A LA NATION DU PRESIDENT DE LA REPUBLIQUE S.E.M. LAURENT GBAGBO

Ivoiriennes,Ivoiriens, Mes chers compatriotes,Chers amis de la Côte d’Ivoire.
La tradition républicaine veut qu’à l’orée d’une nouvelle année, le Président de la République s’adresse à ses concitoyens pour leur présenter ses vœux de bonne et heureuse année.

La présentation de ces vœux est aussi pour lui l’occasion de dresser l’état de la Nation, c'est-à-dire d’entretenir ses compatriotes des faits, des évènements et situations qui, à ses yeux, ont le plus influencé leur vie et celle du pays.

C’est enfin le lieu pour nous tous de nous interroger sur la façon dont nous nous proposons d’écrire ensemble les nouvelles pages de notre histoire commune.

L’année 2008 a été dans le monde une année de doutes et une année d’espoirs à la fois. En Côte d’Ivoire elle aura été, pour la majorité d’entre nous, une année particulièrement difficile. Il s’agit de difficultés pour les Ivoiriens eux-mêmes et pour notre pays, la Côte d’Ivoire.

Les doutes sont venus de la persistance des crises internationales et des conflits en Afrique mais aussi des trois crises qui ont ébranlé nos certitudes sur les bases et le fonctionnement même de l’économie mondiale depuis la fin du dix-neuvième siècle : La crise de l’énergie, la crise alimentaire et la crise financière.

La crise de l’énergie est une crise structurelle. Elle annonce sans doute la fin de l’ère des sources d’énergie fossiles et pose la question des sources d’énergie alternatives. Il n’y a pas de solution toute faite. L’Afrique et la Côte d’Ivoire doivent contribuer à la recherche de solutions qui préservent l’équilibre de la nature.

La crise alimentaire est une alerte. Elle nous invite à repenser les fondements de nos politiques agricoles, à redonner à l’agriculture dans notre pays la vocation première de toute agriculture qui est de procurer de la nourriture aux enfants de la terre.

Enfin la crise financière révèle la fragilité du système financier international et nous rappelle l’importance de l’Etat. Elle a montré que l’Etat est incontournable dans son rôle d’acteur principal de régulation du système économique et financier, à l’échelle nationale comme à l’échelle internationale.

Mais, malgré l’acuité de ces questions, l’année 2008 a montré que tous les espoirs sont permis, quand les hommes et les peuples croient en eux-mêmes, en leur capacité à opérer les changements appelés par leur histoire et leur culture. C’est la leçon que le peuple américain a donné au monde entier à travers l’élection de Barack Obama. Cet événement est salué à juste titre dans le monde entier comme une révolution historique à tous points de vue.

J’ai déjà livré les réflexions que ce changement m’inspire et les leçons qu’à mon sens nous devrions en tirer. Je salue encore une fois ce soir le peuple américain en même temps que j’adresse mes vœux de succès au Président élu des Etats-Unis qui sera investi le 20 janvier 2009.

Ce que je retiens de tous ces événements c’est que le monde vit une période de profonds bouleversements. Le monde change. Nous passons d’une ère à une autre. La question est de savoir si nous allons être de simples spectateurs ou des acteurs à part entière des temps nouveaux qui se dessinent. La question est de savoir comment la Côte d’Ivoire, en tant que nation et les Ivoiriens en tant que peuple vont affronter les nouveaux enjeux de la démocratie, de la paix et de l’économie. C’est sur ces questions que chacun de nous doit méditer. Il ne tient qu’à nous et à nous seuls de continuer à vivre libre. À vivre en paix. À vivre libre et en paix. Il ne tient qu’à nous et à nous seuls de donner à notre pays tous les atouts de la prospérité.

Mes chers compatriotes,

Nous avons connu la guerre. La crise née de cette guerre a crée dans le pays une situation inhabituelle. Je vois bien les difficultés de toutes sortes dans lesquelles vivent aujourd’hui beaucoup d’entre nous. Je sais que la cherté de la vie qui est la raison essentielle de ces difficultés est telle que les plus durement touchés en sont arrivés pour certains à perdre espoir. La vie est devenue chère parce que l’accès au transport, aux produits de première nécessité et au logement n’est plus facile pour beaucoup d’entre nous.

S’agissant du coût du transport, il a augmenté à la suite de l’ajustement, par le Gouvernement, du prix du carburant à la pompe. Cette mesure a une histoire qu’il convient de rappeler.

Lorsque j’arrivais à la Présidence de la République, en octobre 2000, le baril de pétrole coûtait environ 35 dollars US sur le marché international. Au moment où, huit (08) ans plus tard, j’ai dû à mon corps défendant, autoriser le Gouvernement à augmenter le prix du carburant, le baril de brut de pétrole était à 147 dollars US, soit une augmentation d’environ 320 %.

L’augmentation du prix du carburant a eu pour conséquence la flambée de tous les autres coûts. Alors, pour juguler la cherté de la vie, j’ai ordonné le 13 août 2008, des mesures d’allègement fiscal portant sur les droits de douane et la taxe sur la valeur ajoutée, amenant ainsi l’Etat à renoncer à 49 milliards de francs CFA de recettes fiscales.

Aujourd’hui, les cours du pétrole sont à la baisse. En tenant compte des spécificités de ce secteur où les coûts sont fluctuants, j’ai demandé au Gouvernement d’adopter un mécanisme permettant de baisser ou d’augmenter les prix du carburant à la pompe en fonction des cours du pétrole, sans compromettre l’équilibre de nos finances. Si les tendances actuelles à la baisse se maintiennent, nous aurons une deuxième baisse des prix à la pompe au début de 2009.

S’agissant des denrées de Première nécessité, je veux parler surtout des produits vivriers, la Côte d’Ivoire produit en quantité suffisante ce que les Ivoiriens ont l’habitude de consommer. Je tiens sur ce point à féliciter les Ivoiriens parce que, même au plus fort de la crise, les biens essentiels à la vie des Ivoiriens ont été produits et nous avons pu continuer à approvisionner la sous région. J’en déduis que le problème n’est pas celui de la production mais qu’il s’agit surtout d’un problème de réorganisation de la distribution.

Je vais recevoir, dans le courant du premier trimestre de la nouvelle année, les acteurs du secteur des vivriers pour chercher avec eux, un système de redistribution qui nous mette à l’abri de la spéculation.

En ce qui concerne le logement, c’est un fait que la forte concentration démographique dans les centres urbains des régions du Sud, et particulièrement à Abidjan, à cause de la guerre, a suffi à elle seule, à faire grimper les coûts du logement. Or, à cela est venue s’ajouter la flambée des coûts des matériaux de construction des bâtiments, notamment le fer, le ciment, le sable etc. La question du logement est donc aussi un enjeu de la Paix.

Tout comme le chômage. Il est structurel en Côte d’Ivoire. Mais l’aggravation de ce fléau vient du fait que depuis le début de la guerre, de nombreuses entreprises qui généraient des emplois ont disparu de l’environnement économique.

Ce que je déplore le plus sur ce point, c’est le chômage des jeunes. Nous avons fait des efforts. Je rappelle que depuis mon arrivée à la Présidence de la République, la Fonction Publique a recruté 61.500 personnes au titre de leur premier emploi. Non compris la Police Nationale pour laquelle 9.033 jeunes ont été recrutés pour la même période. Non compris la Gendarmerie Nationale, l’Armée et tous les autres corps dont la gestion ne relève pas directement du Ministère de la Fonction Publique.

Mais, quelles que soient nos performances en cette matière, je voudrais dire à l’attention des Ivoiriens qu’aucun pays ne peut absorber dans sa Fonction Publique tous les demandeurs d’emplois. Les recrutements dans la fonction publique ne peuvent pas compenser les pertes d’emplois dans le privé. En tout état de cause, je n’entends pas faire de notre pays une nation de fonctionnaires. C’est pourquoi j’ai mis en place le Fonds National de Solidarité (FNS) destiné à la promotion de l’auto-emploi, permettant aux jeunes de créer leurs propres entreprises.

Je constate malheureusement que malgré l’ancienneté de cet outil, très peu de jeunes le sollicitent. En 2009 nous allons prendre des mesures non seulement pour faire connaître davantage ce fonds mais surtout pour alléger les conditions d’éligibilité.

Cependant, la plus grande action de lutte contre le chômage des jeunes que j’ai initiée est la création de la Zone Franche de la Biotechnologie et des Technologies de l’Information. La réalisation de ce projet économique majeur a été confiée au Village des Technologies de l’Information. Les études de ce projet sont entièrement achevées. Le financement est déjà obtenu pour la première partie de sa réalisation. Il débutera en janvier 2009 et générera à terme et au profit de nos jeunes diplômés, quarante mille (40.000) emplois directs et au moins deux cent mille (200.000) emplois indirects.

Mes chers compatriotes,

L’année 2008 a été aussi une année d’épreuves pour l’Etat. Elle a été marquée par de nombreux remous sociaux, des cas de mal gouvernance et d’atteintes intolérables à l’autorité de l’Etat.

Sur la question des remous sociaux, jamais notre pays n’a connu autant de manifestations qu’en 2008. Je comprends ces mouvements et personnellement, je le dis à tous les Ivoiriens, je n’empêcherai jamais les revendications syndicales. Je sais les efforts à faire pour répondre aux revendications des travailleurs.

J’en appelle cependant au sens de la responsabilité de tous les leaders syndicaux de Côte d’Ivoire et, au-delà, de tous les travailleurs du secteur privé comme du secteur public. Nous sortons de guerre. Notre économie doit se remettre des conséquences de la guerre. Gardons cela à l’esprit dans l’expression de nos revendications.

La satisfaction pleine et entière de toutes ces revendications est liée à la sortie de crise. Nous sommes sur la bonne voie depuis la signature de l’Accord Politique de Ouagadougou. Je rappelle que cet accord est issu du dialogue direct inter-ivoirien. C’est pourquoi il marche.

Oui ! L’Accord Politique de Ouagadougou marche. Il nous a permis, dès le lendemain de sa signature, de faire taire les bruits de la guerre. Le 4 juillet 2003 les forces armées avaient proclamé l’arrêt des hostilités. Mais c’est définitivement après le 4 mars 2007 que les bruits de la guerre se sont tus.

Mais l’Accord Politique de Ouagadougou ce n’est pas seulement la fin de la guerre. C’est aussi la disparition des zones. Il n’y a plus aujourd’hui de zone de confiance ni de zone rebelle ou de zone gouvernementale. Il y a le territoire ivoirien. Désormais chacun peut aller partout en Côte d’Ivoire. Certes des difficultés demeurent. Mais ces difficultés ne sont pas celles d’une partie du pays ni celles d’une partie au conflit. Ce sont des difficultés de la nation ivoirienne, de son gouvernement, du Chef de l’Etat et de toutes les forces du pays. Il n’y a pas d’un côté les problèmes du Premier ministre et ceux du Président de la République de l’autre. C’est pourquoi, tout au long de l’année 2008, chaque fois que nous avons noté une crispation à Bouaké, à Seguela, à Vavoua mais aussi à Daoukro ou à Yamoussoukro, c’est ensemble, dans une unité parfaite d’action que le chef de l’Etat et le Premier ministre ont fait face.

L’accord Politique de Ouagadougou marche. Nous signons à chaque étape importante de son application, des accords complémentaires pour préciser ce qui demande à l’être. Pour consolider les acquis et approfondir les méthodes. Il en va ainsi de toutes les grandes conventions et de toutes les grandes règles qui régissent la vie des hommes. Aucune de ces conventions et règles n’est figée et aucune ne doit l’être. C’est parce que les accords antérieurs à l’Accord Politique de Ouagadougou étaient figés dans l’esprit et la lettre qu’ils n’ont pas marché et qu’ils ne nous ont pas menés loin dans le sens de la Paix. Nous venons de signer le quatrième accord complémentaire. Il porte spécifiquement sur les questions militaires.

L’Accord Politique de Ouagadougou marche. Il nous rapproche des élections. C’est parce que cet accord marche que nous parlons de la date des élections et que beaucoup sont déjà en campagne.

Sur la question du calendrier électoral et des opérations électorales, je rappelle qu’il ne faut pas confondre les rôles, les attributions et les fonctions des institutions de la République. La Commission Electorale Indépendante (CEI) a pour fonction de préparer et de veiller à la régularité des élections. Les autres institutions, y compris la Présidence de la République, l’accompagnent. C’est à la CEI qu’il appartient de proposer une date pour que le Président de la République, par décret, appelle aux élections.

Mais, pour l’heure, nous en sommes seulement à l’établissement des pièces d’identité et à l’enrôlement des électeurs. Ce qui est déjà une tâche et une avancée considérable.

Je veux que nous allions aux élections le plus vite possible. Pour cela j’ai mis tout en œuvre pour que les Ivoiriens aient une date. Mais, comme nos lois l’exigent, je m’en remets à la Commission Electorale Indépendante. Et je demande à tous les Ivoiriens d’en faire autant. Je demande à la CEI et à tous les acteurs des opérations électorales de sortir ce pays du doute et des incertitudes. Il nous faut une date et un calendrier crédibles des élections en 2009.

L’année 2008 a vu se consolider les acquis de l’Accord Politique de Ouagadougou. Allons de l’avant. Les institutions de l’Etat doivent continuer à fonctionner normalement. Notre économie doit rester performante pendant que tous ensemble nous contribuons à faire aboutir le processus de paix.

Aujourd’hui, malgré la crise, nos partenaires au développement nous font confiance. Nous devons mériter cette confiance. Il y a de bonnes perspectives pour que la Côte d’Ivoire signe, avec le soutien de la Banque Mondiale, de la Banque Africaine de Développement et du Fonds Monétaire International, un accord d’allègement de la dette extérieure dans le cadre de l’initiative PPTE. Si nous obtenons cet accord, comme je le souhaite, ce sera la récompense légitime de nos efforts.

Ayons confiance en nous-mêmes. La guerre a perturbé nos vies. Ne lui permettons pas de briser aussi nos rêves. C’est maintenant qu’il faut bâtir la Côte d’Ivoire pour le milieu du 21ème siècle.

La Côte d’Ivoire ne doit être décrochée ni de sa propre histoire, ni de l’histoire du monde contemporain. C’est pourquoi, malgré la crise mais aussi à cause de cette crise, je veille à ce que notre nation développe les atouts dont elle a besoin pour honorer les rendez-vous du futur.

Les crises sont les aiguillons de l’histoire. On ne saurait se contenter de résoudre une crise au présent, sans se projeter loin dans l’avenir. Le faire c’est vouloir arrêter l’histoire d’un pays, c’est se soumettre à la fatalité. Je refuse la fatalité pour mon pays. La Côte d’Ivoire n’est pas un pays du passé. La Côte d’Ivoire est un pays d’avenir. Je veux que nos enfants aillent à la rencontre de l’avenir en toute confiance.

C’est le sens du projet du « Grand Abidjan » qui a été présenté au public la semaine dernière et qui sera exposé au Palais de la culture durant toute l’année 2009. C’est le sens des chantiers du transfert de la capitale à Yamoussoukro. Ce sont l’autoroute Singrobo-Yamoussoukro, dont les travaux sont déjà très avancés, l’autoroute Abidjan-Grand-Bassam qui démarrera en 2009, les voies internationales Boundiali-Tingrela-Mali, Bouna-Doropo-Burkina et Danané-Guinée.

C’est ainsi que nous allons procéder à la réhabilitation des aéroports de l’intérieur du pays et de l’aérogare du fret d’Abidjan.

C’est ainsi que nous allons réaliser l’extension du port d’Abidjan vers l’île Boulay et celle du port de San Pedro.

Mais c’est aussi le sens des grandes reformes que nous avons engagées depuis 2000 en matière de décentralisation et d’approfondissement de la démocratie.

Dans le même temps, nous travaillons au repositionnement de la Côte d’Ivoire sur la scène internationale. Nous avons reçu une conférence du Groupe des 77 plus la Chine à Yamoussoukro. La Côte d’Ivoire est partie prenante dans le nouveau partenariat avec l’Europe. Et nous sommes porteurs d’une grande initiative en matière de financement du développement à travers une Banque d’Investissement du Sud.

Je suis convaincu que nous ne sommes plus loin d’une sortie définitive de la crise. Nous nous éloignons des difficultés. C’est fort de cette conviction que je formule à l’endroit de chaque Ivoirienne et de chaque Ivoirien, les vœux de bonne et heureuse année 2009.

Allons à la Paix. Allons aux élections !
